Abstract
The improvement of urban quality has become a crucial way to achieve urban transformation, upgrading, and high-quality development. Improving urban planning, construction, and governance, implementing urban renewal actions, and strengthening urban infrastructure construction have become essential means to attain urban quality improvement. This research report focuses on 162 research objects in 16 cities in Shandong Province, using the entropy weight method and TOPSIS method to evaluate and study the urban quality improvement of these cities. The findings indicate that: (1) Urban quality improvement has gradually improved over the past three years under the high-quality development background, registering stable efficiency improvement, and some results in upgrading urban levels. However, challenges still exist in insufficient policy design, and uneven development of infrastructure at the spatiotemporal level. (2) The comprehensive quality level of cities in Shandong Province is gradually improving, with a stable ranking. There is a small degree of coordination difference, but obvious spatiotemporal differentiation and significant internal level differences, showing better development in coastal areas. Based on these findings, this paper proposes relevant countermeasures to improve the quality of urban development, which can significantly guide the construction of urban quality improvement under the background of high-quality development.
